LAUT is an acronym for the Lembaga Sumber Air Terengganu, an agency under the Terengganu State government responsible for preserving and conserving water resources, river basins, coastal waters and the environment.

With reference to Section 3 of the Enakmen Sumber Air (Terengganu) 2020 para 2, ‘Lembaga’ is a corporate that remains hereditary and has a common seal, and may sue and be sued in its name, and may enter into contracts and acquire, purchase, take, hold and enjoy movable and immovable property, and may transfer, assign, surrender, return, mortgage, pledge*, demise, reassign, transfer title or in any other manner dispose of or make any dealings in respect of any movable and immovable property or any interest therein vested in the ‘Lembaga’, on such terms as it deems fit.

With reference to Section 7 of the Enakmen Sumber Air (Terengganu) 2020, ‘Lembaga’ shall have the following functions–

  • to advise the State Authority in respect of water resources policies but not limited to the means and measures to be taken to safeguard, preserve and facilitate the sustainable development, efficient use and conservation of water resources for public purposes;
  • develop, implement and promote infrastructure projects for multifunctional purposes;
  • to regulate and control the transfer of water between basins in the State;
  • develop and implement guidelines, performance standards, methods and procedures relating to the management, use, preservation and conservation of water resources;
  • to coordinate the liaison of various agencies within the State and between the states and to promote cooperation and coordination for the use of multi-functional water resources;
  • adopt and implement policies, plans and projects by the Federal Government as directed by the State Authority;
  • to conduct research relating to the management, efficient use, development and conservation of water resources and resources therein;
  • prepare an integrated water resource plan between State Government agencies, Local Authorities and all stakeholders;
  • manage the balance of water resources taking into account quantity and quality;
  • developing a water resources-based economy or any other area that can provide results for the survival of the ‘Lembaga’;
  • provide training and provide facilities for training in relation to the functions of the ‘Lembaga’;
  • advising the State Authorities in relation to the declaration of designated and protected areas as well as formulating and implementing development plans and management plans for such areas;
  • safeguarding the interests of the State in the development, management, use and conservation of water resources;
  • manage and control the installation, operation and maintenance of premises and equipment belonging to the ‘Lembaga’;
  • safeguarding the interests of water consumers in relation to the quantity, quality and price to be charged for the supply of water resources;
  • promote the establishment of stakeholder organizations for the ‘Lembaga’ in the development and conservation of water resources;
  • to approve licenses to any Public Authority or person to undertake any activity relating to water resources and to regulate licensees and their activities;
  • provide professional human resources in the field of water resources;
  • privatize, with the approval of the State Authority, any of its undertakings in accordance with the provisions of this Enactment;
  • investigate any incident, offense or accident occurring on or in connection with a water source; and
  • do such other things as it thinks fit to enable it to perform its functions effectively or incidental to the performance of its functions.

  • Enforcement in regulating water resources and maintaining the sustainability of water quantity and quality
  • Integrated management in the coordination and sustainable development of water resources.
  • Water quality monitoring in knowing the status of water resources in the State of Terengganu

Terengganu has 13 basins including one basin shared with the state of Kelantan.
The Terengganu river basins are as follows:
